Need to get an outfit for a March wedding that won't cost the earth

HI, I have a wedding to attend in Ireland in late March (I'm always freezing so I will wear a coat and carry a stole/shawl) and need a dress that will not be too expensive. Not strappy or strapless- sleeveless but wide straps is fine but preferably with sleeves or cap sleeved.
Shoes might be a problem. I'd prefer closed toe so I can wear tights and I can't wear anything higher than 2 inches. I have wide feet, size 7. I'm a 10-12 but more like a 12 especially if the dress is in any way fitted. My ribcage and shoulders are wider since having a baby and tummy is not tight though overall am slim looking! I'm 5'6" and have a very small bust. Any ideas?

Have a good look through the clearance bit of John Lewis. There are loads of bargains today.
