50s with under eye bags - what will help?

These are bags, not dark circles. What would help?

Otherwise a decent foundation stay away from sparkle and highlight other bits to draw attention away

Sometimes if you are terribly thin they can look worse . Maybe add a 1/2 stone and see if it makes a difference?
