If skinny jeans/jeggings wrinkle does that mean they are too tight (especially leather look)?

Just that really - mine often do but they never seem to on models, so trying to decide whether they are actually too tight.

Too loose I would think.
Or just not ideal for your body type, eg might fit your bum but be too big on shins and therefore wrinkle with the extra material there.

Jeans that are too big don't wrinkle, they hang. It may be that they're a tad too tight.
