I am slightly shorter than you and would not wear them you need to try them on and look in a full length mirror. I can wear knee high healed boots but not flat ones.

Depends very much on the style. I'm 5ft exactly and love over the knee boots. Close fitting flat and 'just' over the knee works best to avoid the buccaneer look. Russell and Bromley have some lovely pairs.
