Can anyone recommend a smudge proof waterproof eyeliner pencil?

I currently use and love a Clarins one, clarins but at £17, I was wondering if there was anything cheaper out there that also doesn't budge? I use it to line my upper eyelash line and it really doesn't budge. Have tried rimmel ones and no 7 ones which smudge before I've even put the lid back on....

I've used urban decay 24/7 and bare minerals round the clock liner, both good but not sure how much cheaper they are

I love the revlon colourstay ones, and maybelline have a good one too. Also, I've just bought the avon glimmerstick in smokey grey and so far so good!!
