Buy navy silk and lace online, and pay a dressmaker to make it for you. Buy the best fabric you can and spend time finding an excellent sewer and you'll have as good if not better.

It's absolutely lovely but I wish I could envisage a time when I would wear it!

I think it depends on how similar you want it to be, that's a hand embroidered silk satin gown, by the looks of it using silk embroidery threads too - you would be looking at bridal wear type prices to have a reasonable copy made by a dressmaker & they would need to be very experienced, design orientated & therefore not cheap - though still a lot cheaper than this, probably about half.

If you don't mind something roughly similar, using bought lace panels & a bought pattern that can be adapted then it shouldn't be too expensive to have made, depending on whether you use real silk satin, or a synthetic version
