Gap jersey maxi skirt with fold over waist - fold at waist or hips?

What do you think of this skirt?
Do you think it's best to wear the fold at the waist or at the hips?
I'm short, so if I buy it I'd chop the bottom few inches either way.

I think it depends on what suits you and what you'd wear it with. Seems like it's flexible enough to be worn above the ankle or scraping along the floor (which would be my preference).

I'm short too, but I'd wear it on the hips. Not sure I'd like it enough to buy it though, sorry.

I saw it in the shop and the fabric seems nice and drapey. Much nicer than in the photo! It's one of those things you see shop staff wearing and they make it look great.

Hips- would add extra bulk to waist because of the fold. I tried it on in store - was mid calf on me at 5'9! If you were shorter you could probably wear it on hips and it would be floor length.
