In need of a makeover, but very sensitive skin.

I attempted to do a full-face of makeup for an event a couple of days ago for the first time in a year, and it just didn't work well. To make things worse, my undereye area got very red and sore, despite using supposedly hypoallergenic mineral powder.

I think I need help, and am considering going to be made up at a shop, but not sure who to go for. Any recommendations?

I used to be able to make myself look groomed, but seem to have lost the knack. :(

Any recommendations also for a good eyebrow pencil, or do people not use them anymore?

Any product recommendations generally for sensitive skin gratefully received. I wash just with water, then use an emollient on dry bits snd noots serum, but am otherwise product free and it shows
