What is this hair colouring technique called and would it work on fine hair?

You know the one were they paint lighter bits on the lower lengths of your hair so you look a little sun streaked but still natural?

Is this suitable for very fine hair?

I was going to say ombré. Also called dip dye.
Why not pop into a salon and ask them whether they think it would work on your hair?
