Solution for short fluffy hairs around hairline?

Does anyone know anything that works? I have lots of short hairs and they look awful and my hair looks a mess no matter what I do with it

What works great is spraying a little gel or something that sets hair onto a clean toothbrush. A toothbrush has the right type of bristles to tame those little baby hairs.
