Nice clothes to wear at work in the summer?

I need to look smart but I have a few problems. Firstly, wearing a black top or dress is a disaster as I always end up with a flaking scalp, and it's embarrassing!

I don't like my upper arms. I'm not fat but I feel my arms make me look bigger than I am.

I'm so hairy - I shave daily but I still get stubble. (I'm really making myself sound attractive ...)

I'm short (5'3.)

Any thoughts as to professional, smart, but cool and comfortable clothes I can wear?

I'm going to be living in linen trousers/similar lightweight trousers & pastel/light colour tops. I don't do skirts or dresses without leggings/trousers underneath and am hoping that it will be too warm for that...

I have just bought a couple of wide leg tailored linen mix trousers and plan to wear them with wrap tops to hide my tummy

I buy from a range of places. The last couple of years sainsburys had a good selection of colours, next has been ok and I found a nice pair from seasalt. I've bought some from matalan too, but found they went baggy around the bum quite quickly...
