DDs prom dress tight around the bust area

Rest of it fits perfectly but she has large breasts and it feels tight around this area. Perfect everywhere else.
Is there anything she can where under it to make it more comfortable.

Would a minimiser bra work with the style of the dress?

Nothing that squishes boobs will be comfortable. Has she tried different bras? It may that what is need is some redistribution rather than constriction. If that doesn't work then go talk to a seamstress and see what can be suggested to let it out.
