With jeggings, I'm happy to wear tops that come to mid bum, rather than 3" minimum below bum which is legging length.

If the jeggings are more like jeans, for instance the M and S ones, I don't think you need to wear a long top. I suppose it depends on your figure whether you feel you need to cover your bum, but I don't think it is necessary with skinny jeans.
