Strapless dress for a 12 year old

Dd wore one for a "ball" (aka a disco) she went to. I sent my mum a photo, and now she has repeatedly said that surely it was too cold, when what she really means is that she finds it indecent. Is it? It was a dress from bhs, quite young on style really apart from the strapless thing.

Don't worry about it! Special occasion! Grandma doesn't always have to approve. Prepare yourself..nthe worse is yet to come probably! I'm sure she looked lovely!

Without seeing the actual dress, it doesn't sound indecent to me.
