Well sewed hems\seems
Lack of loose threads
Good button holes

These are some of the things that I would say would be a good inficator

Good stitching
Patterns and nap of fabric properly aligned
Fabric that hangs well.
High percentage of natural fibres, if possible, though there are some good quality polyesters out there and some knitwear is made a little more robust by the addition of a small amount of nylon.

All the above. I also like to feel things, sounds obvious but a quick feel of the fabric and I can tell in a second whether it's good or not.

If buying online, always look at fabric composition. It's not a sure thing, but generally the higher the percentages of natural fibres, the better. Not a hard-and-fast rule, as I say, though. More of a guideline as to what might be worth trying.

Yes have a feel if in shops or look for composition online. So many fabrics feel yuk - printed polyester especially.

Look for uneven hems, loose stitches, pattern matching up at seams, evenly spaced button holes, no glue showing on shoes, check whether seam allowance is really mean (Zara looking at you)

I also don't like it when they sew labels into the shoulder seams as it ruins the line.

I have a beautiful wool coat from Hobbs bought years ago - it has a seam at the waist where the 'skirt' meets the bodice. Sorry don't know technical terms. The button holes are placed so that one button hole is hidden in the waist seam, sad but this pleases me no end!
