I think yes. If this was the 1970s, or 1980s, I would have said no, but 2013 - yes.

Today, I am wearing a navy dress, black tights and brown boots.

I can't see a problem with that, I feel well dressed, and would judge anyone that felt the need to be judgy about my choices

Yes to what YD said - just google some images and there are plenty of examples of fab navy dress/black tights combos on the catwalk and in real life.

No. I go like this because of this problem.

I've got a lovely burgundy pair from Primark that go with a lot of things.

It's fine! Black tights are pretty neutral IMO.

I think it depends what else you are wearing. For example:

Black boots, grey cardigan, black/ silver necklace? Yes to black tights. Or grey ones.

Brown boots, brown/pink cardigan, wooden necklace - nude or brown tights.

I think nude tights would work better.

Black are ok,I like nude or grey. Grey tights look lovely I think.

Yes black are fine! Most coloured tights look gimmicky and 'kooky' IMHO.
