I have wonderful tide marks on my upper arms between the white and tan - won't go with the strappy top. So what do I do about that?

Hair. It's about shoulder length now, all one length. It's years since I've had hair this long. It was dyed, and it is still slightly blonder (and out of conditions) at the ends. So do I wear it down or up?
