What are all these funny old lady marks on my upper chest?

I am in my early forties and fair skinned. Over the last 12 months I have developed a number of marks on my upper chest, the area you see showing over the neck of a t shirt.

They aren't freckles, normal skin tags, or pimples, but reminded me of pimples on first glance.

They are flat, shiny, light tan in colour and small pimple sized. Probably a dozen or more of them.

What are they and can I get rid of them?

Solar Keratosis?

No, not crusty or inflamed at all. Just smooth and flat, a little raised from normal skin and a shade or two darker than normal skin.
