Can you wear shorts to work?

Just having a debate with someone about suitable workwear.

The office has a dresscode (men come in shirts and suit trousers, for example) but women have more leniency. Mainly skirts and cardigans, vest tops, etc.

She thinks shorts are allowed. More specifically, she thinks this type of short-suit would look really cute on me.

Really?! Shorts would be much more comfortable in this heat, and lighter colors do suit me, but I can't get my head around shorts. They feel more outlandish than jeans...

I'm sure city shorts were very much in about 15 years ago. I remember having this discussion with a lecturer. She was all for it. But there wasn't any dress code in academia at the time.
