Meant to be going out tonight - weather has scuppered my outfit

If it was warm I have a nice, slightly-longer-than-knee-length, cotton summer dress that I would wear. But clearly the weather is wank.

Do I wear it anyway with a light black cardy over it? (There's enough black in the dress that it'll look like it goes, rather than just default black). If so, do I still go for bare legs?

Or should I get out something else? My warmer clothes all seem a bit frumpy though, and I want to look nice for once. I have tunics (long-ish) and leggings, or skirts with plain tops. That just seems a bit dull (and all a bit Fat Face-esque).
