I am short. I have always found that knee high boots make my legs look shorter.
Calf boots that fall just inches shorter of my knees are the most flattering for me.
What I didn't expect is that boots that fall half way between my knee and my ankle ALSO make my legs look shorter. I'm gutted as I love biker style boots with chunky mid-height cuban heels but they're all this kind of height.
And don't even get me started on ankle boots; I can't wear them at all but that's because my thighs are chunky.
