Talk to me about coloured tights?

I have a drawer full of them but I have no idea how to wear them!
Should they match shoes, or the dress, or the bag?
I see other people look fab in them, but I can never seem to make them work in an outfit at home.
Help?

I am no fashionista, so feel free to ignore...

I wear coloured tights a lot, but not matching with anything really. Eg, for work one day last week I had on a denim pencil skirt, black polo neck , burgundy tights and black boots. I wear a lot of dark stuff, so tights are usually the extent of colour.
