Girl meets pearl - can you use as a foundation

I had some in a tube and put it on as foundation - it looked really nice.
But I had a sort of tester and just looked on website it seems to be more just like a highlighter?
What are you meant to do with it?

It's meant to be a highlighter and/or highlighting primer for under foundation but if you like it and it works for you as a 'foundation' carry on with it I say

My dear, if your skin is such that you can carry off a pearlised primer as a foundation don't let anyone stop you!
