If I get ingrown hairs from shaving my legs, what state will my bits be in if I wax?

That's it really, I have very fine hair that struggles to get to the surface if I wax, epilate or shave my legs.

I've used hair remover and razors in the past down there but it doesn't last very long or get really smooth, for the effort I need more reward!

any tips?
