I echo the others, L'Occitaine does a beautiful Verbena range.

It sounds like you need a particularly woody citrus since apparently the lemon pelargonium is 'lemon-scented with a woody base' so I definitely recommend Annick Goutal's Eau d'Hadrien which is discounted at House of Fraser right now.

Not sure if this is still around, but L'Eau Fraiche by Dior is very lemon verbena scented.

I have the l'occitane one and its lovely.
