I'm a beauty therapist. You use toner after you have cleansed off your makeup usually if you use a milk cleanser or used a facial cleansing wash to remove your makeup. It removes any excess oil from the cleanser, oil & dirt from the skin, dead skin cells & it removes dead skin cells. It also restores the oh balance to your skin. You do not rinse it off after as it evaporarates on the skin. This gives the feeling of closing the pores. You then apply your mosturiser after.

Do not wipe toner around the eye area.

Rub cleanser on face to remove makeup
Remove cleanser using washcloth or cotton wool
Tip some toner on clean cotton wool, rub on face
Don't wash again
Apply serum/moisturizer or whatever

Toner was traditionally used to remove any makeup left behind by your cleanser, which was probably more relevant if you remove your cleanser with cotton wool instead of washing it off.

Some people believe toner neutralizes you're skin's ph level; some people think that's load of bollocks designed to get you to buy another skin are product.

You can use water as toner, no need to slap on more chemicals. And don't use it in the morning, as it will strip off all the natural oils that your skin produced overnight to protect it from uv.
