leggings and a short top??

i have a top that just skims my bum with leggings, will i look like i've forgotten to put a skirt on?

I think it's not a good look over the age of about 10.

And even at 10 it's only good if you are as stick-like as my DD Grin

Yes - if the leggings are seamless, however thick & opaque they are.

Possibly not - if the leggings have a very definite sewn seam down the side, a slightly ruched or overstitched one would be even better. I wouldn't trust myself in anything flimsier than jeans with a bum-skimming top but if you have really good legs it's quite an enviable look.

(I thought this thread was going to be asking if it was a good idea to wear leggings & a crop top - please god don't let any of the people who misunderstand the crucial difference between leggings and footless tights get hold of that idea Grin ).

if you are a size 8 (at the most) and they are totally opaque leggings then you should be fine...

no dont do it. Get one of those little jersey skirts from h&M or something. Leggings and short top is NOT a good look even if you are super skinny
