Tell me some nice things about this accessory

Like WTF is it? I think it's supposed to go round one's neck but am not entirely sure. It is basically a Christmas gift I plan to Ebay, but I am a fashion dunce so don't quite know how to describe it. I am hoping it is something sort of 'on trend' in some way... Well the middle bits seem to be mostly crochet, though the centrepiece is a kind of pompom of strips of cotton. The strings are sort of twisted-together chenille.

oh! wow, if it had all been made up of crochet they can sell for quite a bit on ebay as they are often quite fiddly to make. it does sound quite grim though.

Is it a hair accessory? Sort of a crocheted fascinator ?

A flapper style headband?
