I have to go to DH's work do. It's a smart dress code, so not uber formal but I can't wear jeans (boo). I am going to buy this dress and these shoes. What colour/style of tights do I need?

Try TK Maxx for Falke etc. I saw some the other day RRP about twenty quid. TK Maxx price six ninety nine and they had the support/control type.
