It's fine. I like navy and black. But it will v much depend on skirt length and boot length and on fabrics imho. And I'd probably want a scarf in a dusty dark blue and grey or black print to wrap it up a bit. Link to skirt?

From the Danish (?) TV series The Killing - kinda a no make-up, intarsia/fair isle-sweater wearing type gal.

Culture - go for it, I like navy and black. Sometimes navy skirt and navy tights can be a bit matchy-matchy. I would only go navy and navy if textures were different (e.g. navy opaques with a navy lace dress).

I would wear navy and black and agree that navy tights with a navy skirt is a bit too matchy matchy.
