What can I wear on my feet and to cover my arms?

I have a maxi dress that fits like a glove that I bought from Bravissimo a couple of years ago.

It is black but like lots of their stuff is polyester but it has beautiful embelishments under the bust.

I am going to wear it to a fairly formal 40th birthday mid June but I am not sure what to wear on my feet. I last wore it when I lived in Australia last summer (winter here) so had sparkly flip flops and that was fine. Don't think they'd be that great for this function.

Also, I want to cover my arms. Hate pashminas. What else could you recommend?

I would have though flip flops would still be okay though - especially nice ones with details on...

I thought about a shrug but I am concerned that it might make large norks look even bigger!

Need to get new flip flops so will keep that in mind.
