How do I wear this dress?

cgi.ebay.co.uk/Cath-Kidston-Original-Tea-Dress-3-4-Sleeves-BNWT-12-/150575878552?pt=Women_s_Clothing&hash=item230f059198

It's knee-length on me, size 14, 36C bust, 5'9" tall, age 42, good legs but big hips, light brunette curly hair worn in very scruffy up-do.

I've been wearing with opaque coloured tights and biker boots for winter but how to wear casual everyday:

in Spring? Too chilly for bare legs.
in Summer?

Thankyou :D
