L'Oreal True Match Foundation. £10 but better than some I've spent £30 on in the past.

Corn Silk translucent powder is another fabulous budget buy.

You can't beat YSL Touche Eclat IMO, worth the money.

And, in terms of tools, Tweezerman tweezers. I've had mine for over 10 years now, still as sharp as ever, nothing else comes close.
