Legs or cleavage?

So this rule about either legs or cleavage on show... does wearing leggings under a shortish (3 inches above knee) count as legs covered or not?

Don't want to make a fashion faux pas

Somehow I think it counts as almost covered and allows for medium cleavage display.

Nope. Leggings with short dress still counts as legs on display. Unless you are 17, do not attempt both at once. And even then.....
