It's both (not that I know your granny). Would look good with a short skirt or jeans, I think.

A very stylish granny if

I'd wear it with black tights (under a dress or skirt obviously, thought I point this out just in case...) and some black high heels to give it a bit of a 60's look.
I like it, not for every day though
