If I got a pair of fishnet tights & cut them using nail varnish on the cut - would they fray do you think?

Try looking for a fine crochet pattern then, that will be even finer than using tights (but stronger and so will hold her hair better).

You can buy stretch net, I'm just not having any luck in finding any that would be quite suitable online!

That does look better - I guess if you did it in a none stretch fibre (embroidery silk?) it would look quite good - I may email to see if she takes commissions

I've been thinking silver because Black won't show up on her hair but I am thinking about the green of her skirt - which could look very striking

You have just reminded me of my skint days - if I laddered a pair of tights, a dab of clear varnsih would stop the ladder. So it does work.
