What do I wear with this skirt?

I bought this on a whim yesterday - mostly, I suspect, fuelled by a burning resentment that my mother didn't let me have a ra-ra skirt when I was 8 . I can do thick tights and boots so can find some to go with but I can't think what to put on top? Suggestions please - cheap ones as I have been burning the credit card rather too much recently.

Plain t-shirt and cashmere cardie (not necessarily cheap - sorry - but you may have one already?!)

Plian long sleeved top with fur gilet. Skirt, thick tights and boots?

OK yes that is kind of what I thought. I seem to have a dearth of plain tops; looks like I have to go shopping again :)
