OT visit - DS comes home with 7 hear elastics, any idea what they are for?

DS has some problems with his hands, he was refered to OT by pre school and now he is in reception she is visiting him there. Today he has come home with 7 hair elastics in his bag, he has explained that they are to be tied together then one end goes round the pencil and one round his arm, has anyone got any idea how this is supposed to work or what it is trying to achieve?

is it for fine motor skill practice? not sur about around the pencil and arm thing but maybe for tying them altogether

it goes round the wrist and then round the pencil to keep it more upright.
