Which national guideline says 20 hours Early intervention for ASD?

Sorry keep seeing it pop up on threads that is a national guideline that supports 15-20 hours a week. I've read lots of stuff about this but nothing official? Where can I find this to quote it?

I think this could be from the USA as the lady running the teachmetotalk.com site refers to it in her radio broadcasts.
