Transfering disabled tax to new car

Does anyone know if I can go up to the DVLA office and get it all done instantly there? I'd need to register the car in my name as the new owner, and as disabled tax exempt.

Have bought a banger to keep me going for 8 weeks so really don't want to have to buy a disc and wait for a refund, etc.

I went to the DWP at Blackpool to get my first tax disc. Dont know if they still do it like that though and I cant remember why I did . Maybe somebody who knows will come along soon.
