Here are some suggested organisations that offer expert advice on special needs.

Those with LA-funded PA / short breaks support. what did your provider give you at the start?

We’ve recently received PA support for our asd ds from LA

I’m interested to understand what others received in terms of policies, handover arrangements, transport info, or introductions when staff change from the provider.

Not looking to complain, I'm just trying to understand what’s typical.
Thanks

DS2&3 have PAs funded via social care and DS1 has carers via the ICB, but we have direct payments to employ PAs/carers of our choice.

New staff do trial shifts, shadow shifts and receive training. Things like risk assessments, passports and plans are updated when required.

For support they provide away from the house, the PAs/carers pick up from the house and deliver back to the house.

There is paperwork for those caring for DS1 to complete so a comprehensive handover takes place. For DS3, there is some paperwork but not as much. For DS2, it is a verbal handover to me or DH - DS2’s needs are significantly less.

Some of the things you mention should be covered by the needs assessment/care plan.
