It doesn't come with DLA, but if you qualify for higher rate mobility component you automatically qualify for a Blue Badge.

You apply at your County Council. I phoned my County Council and they sent me the forms.

If you search for blue badge + the name of your local council - (eg: blue badge + bournemouth council) - you will get the details of how to apply in your area.

We have just applied for dd2 who was 2 this week and has spastic diplegia. As she does not get mobility Dla (as she's only 2) we had to get the doctor to fill in a medical certificate as well. We now await the results!

You can get one earlier than 2 if you have to carry equipment like oxygen tanks around with you.

Oh no! Slopes by disabled parking??? No logic there.
The hospital in Norwich is brand new and they don't have enough parking spaces either. After lunch you have to park in the staff car park, though am not sure about Disabled parking facilities yet.
