joint bank a/c with SN adult sibling, any one tried opening one?

friend of mine is struggling to open a joint bank a/c for him and his brother.
Long story
Parents are elderly and increasingly house bound. Friend ( who lives 300 miles away) wants to be able to spend money given to Bro with SN by family on things for bro that bro won't think of asking for- like trips out, magazine subs, videos etc, the nice stuff that NT people get themselves with out thinking. Up to now elderly parents have relyed on remebering what money they hold for him, but this is increasingly impractical.

However bank seem to be unable to open a joint a/c for someone who has no driving license, pasport, utillity bill etc (lives in care home). Any advice form someone whos been there and done that?

Would some form of trustee account suffice?
I have one for Ds. He's only 6 but I will still have control over it till I say so. I'm not sure if I'll be allowed to 'share' it.

Can you have a trustee ac for an adult? will run that by friend and see if hes heard of them.
