Plans for Sept gone up in smoke

This is just a moan really.
DD is 18, just done 2 years in college (Level 1 courses).
Plan was to stay a 3rd year, sorted at Easter.
She visited the course area today and says it is too noisy and she won't cope.
This was the only option she/we liked / thought would work well.

But if she won't cope, she won't cope.

I'm sure by Monday I'll have my head round it.

Early review might help, but we have a lot of info, it is deciding what would be the best / least bad plan B.
There's SEN and MH in play, plus practicality.
