Been sent equipment reported as being in "poor" condition - AIBU to want to send it back?

After five months, our local social services has lent DS2 some equipment (a table, corner seat and bath seat). The corner seat came with a report on it saying that it is in "poor" condtion, and that it is missing a strap and the centre pilon.

I think this is unacceptable on many fronts, but AIBU to want to send it back, and to think it shouldn't have been sent out in such poor condition in the first place? What would you do?

YANBU. Surely the missing strap is a glaringly obvious safety issue.

I would be very cross and I think you are not being unreasonable in wanting to send it back! If they had said it was in "poor condition" they should never have sent it out in the first place!
