Toddler (hearing impaired) attacking baby

dc(2) has a medium degree of hearing loss which is helped with the recent addition of hearing aids. He's had them since Jan and his "hearing age" is 12 months.

He's never been great with DD (baby) but now she s mobile he always pushes her over or hits her on the head. They are fenced off when playing alone.

I'm at a loss as to how to discipline him. As he's behind with his S&L due to the hearing loss (NT apart from that) I understand that he can't yet express his emotions with his words but poor DD is feeling the brunt of it

She doesn't really take time away from him
The age gap is so small I don't think he remembers a time to want to go back to without her.
Apart from that he's really easy going

Please help!
