MP,s and SN and counciles how do they work

my mum has told me to email my MP with the email i sent the exec director of our council about DS and how we believe he has been discriminated against.
ive got nothing to lose, but i dont understand what the MP has to do with the council.
can anyone explain?

Can put pressure on.
I have a friend who is an MP.
I would also go to surgery armed with letter.Expalin,then give it to them.
