Why can some schools drop gcse and not others

Why do some schools allow children with SENS to just sit a couple of exams I.e maths and English yet my school keep telling me this isn't possible and dd must sit all 10 GCSE's by law

Where can I actually find out the law about this? Internet not giving me answers

Independents can be totally flexible. My son is doing Btec and functional skills possibly GCSE in science and will work towards GCSE in literacy and numeracy. He doesn't study a foreign language, which I know can be compulsory in a lot of schools.
