Disability element of child tax credit

My sister receives extra on their child tax credit bc son is disabled. Does anyone know if should be excluded for council tax benefit calculations because this amount tips her over the threshold so She will have to pay council tax.

Looking at tax credit website - it looks.to be parcelled as a whole so unfortunately it may take.her over threshold. I'd double check with citizen advice. Also check out entitled to. It can tell u if it's worth claiming things like carers allowance.

I was better off claiming carers and having tax credits reduced as the reduction would be less than carers allowance
