If you have been told that 'they don't diagnose PDA in this area' - what do you do? Would they diagnose ASD instead? Do you go private? Go to a different area? Would the diagnosis then be recognised?

In my area they diagnose ASD and mention pathological demand avoidance behaviours in the diagnosis report.

PDA is considered to be one of many (infinite) presentations of autism, so I would focus on autism rather than PDA.
